gnu: python-frozenlist: Update to 1.3.3.
* gnu/packages/python-web.scm (python-frozenlist): Update to 1.3.3. Fix
build.
[build-system]: Swap to pyproject-build-system.
[native-inputs]: Add python-setuptools and python-wheel.
