gnu: r-devtools: Update to 2.5.0.
* gnu/packages/cran.scm (r-devtools): Update to 2.5.0.
[arguments]: Skip tests that attempt to contact bioconductor.org.
[propagated-inputs]: Add r-pak; move r-remotes from here...
[native-inputs]: ...to here; add r-covr and r-quarto.
