gnu: python-http-ece: Update to 1.2.1.
* gnu/packages/python-web.scm (python-http-ece): Update to 1.2.1.
[build-system]: Switch to pyproject-build-system.
[native-inputs]: Remove python-coverage, python-flake8, python-mock, and
python-nose; add python-pytest, python-pytest-cov, and
python-setuptools.
