gnu: python-geosketch: Update to 1.3.
* gnu/packages/python-science.scm (python-geosketch): Update to 1.3.
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests>: Ignore them.
[native-inputs]: Add python-setuptools.
