build-system/r: Use %BIOCONDUCTOR-VERSION.
* guix/build-system/r.scm (bioconductor-uri): Accept optional RELEASE
argument, defaulting to %BIOCONDUCTOR-VERSION from (guix import cran).
(default-bioc-version): New procedure.
