gnu: python-pyzabbix: Update to 1.3.1.
* gnu/packages/monitoring.scm (python-pyzabbix): Update to 1.3.1.
[build-system]: Switch to pyproject-build-system.
[arguments] <test-flags>: Provide path to tests.
<phases>: Drop all.
[native-inputs]: Add python-setuptools.
