doc: Really honor ‘GUIX_WEB_SITE_URL’.
This is useful when testing changes locally, so that CSS links point to
the right place.
* doc/build.scm (%web-site-url): Default to /.
(%manual-css-url): Honor ‘%web-site-url’.
