gnu: python-pytoolconfig: Reduce closure size.
* gnu/packages/python-xyz.scm (python-pytoolconfig): Update to 1.3.1.
[propagated-inputs]: Remove python-pydantic, python-sphinx,
python-sphinx-autodoc-typehints, python-sphinx-rtd-theme, and
python-tabulate.
