gnu: bitcoin-core: Improve package.
* gnu/packages/finance.scm (bitcoin-core)[arguments]
<#:configure-flags>: Remove -DENABLE_IPC=OFF.
<#:phases>: Remove the 'set-home phase. Add --timeout-factor=2 in the
'check-functional phase.
[inputs]: Add capnproto.
