gnu: xlsx2csv: Update to 0.8.3.
* gnu/packages/xml.scm (xlsx2csv): Update to 0.8.3.
[arguments]: Improve style.
[build-system]: Switch to pyproject-build-system.
[native-inputs]: Add python-setuptools.
