* gnu/packages/networking.scm (python-pysctp): Update to 0.7.2.
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]: Improve style.
<#:test-backend>: Set it, because pytest fails to run here.
[native-inputs]: Add python-setuptools.
