file-systems: %base-file-systems: Add tmpfs /run.
* gnu/system/file-systems (%runtime-variable-data): New variable.
(%base-file-systems): Add it.
* doc/guix.texi (File Systems): Document it.
* gnu/services.scm (cleanup-gexp): Adjust accordingly.
