gnu: mdpo: Update to 2.1.4.
* gnu/packages/gettext.scm (mdpo): Update to 2.1.4.
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-flags>: Ignore failing tests.
[native-inputs]: Add python-hatchling, python-pytest,
python-setuptools.
[propagated-inputs]: Add python-importlib-metadata-argparse-version,
python-md-ulb-pwrap, python-polib.
