gnu: python-netaddr: Update to 1.3.0.
* gnu/packages/python-web.scm (python-netaddr): Update to 1.3.0.
[build-system]: Switch to pyproject.
[native-inputs]: Add python-poetry-core, python-pytest,
python-setuptools, python-wheel.
