gnu: python-inotify-simple: Switch to pyproject.
* gnu/packages/python-xyz.scm (python-inotify-simple):
[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-backend, #:test-flags>: Set them to run tests.
[native-inputs]: Add python-setuptools.
