gnu: python-pep517-bootstrap: Update to 0.13.1.
* gnu/packages/python-build.scm (python-pep517-bootstrap): Update to 0.13.1.
[build-system]: Use pyproject.
[propagated-inputs]: Remove python-toml and python-wheel.
[native-inputs]: Add python-flit-core.
