gnu: python-celery: Update to 5.6.2.
* gnu/packages/python-xyz.scm (python-celery): Update to 5.6.2.
[arguments] <test-flags>: Skip one more test.
[phases]{relax-requirements}: Remove phase.
[propagated-inputs]: Remove python-tzdata; add python-tzlocal.
[native-inputs]: Add python-pytest-order.
