gnu: temper-exporter: Switch to pyproject.
* gnu/packages/monitoring.scm (temper-exporter):
[arguments]<#:tests?>: Enable them.
<#:test-flags>: Ignore failing test.
<#:phases>: Refresh them.
[native-inputs]: Add python-setuptools. Remove python-pytest-runner.
