gnu: libvpx: Fix CVE-2026-2447.
* gnu/packages/video.scm (libvpx) [replacement]: New field.
(libvpx/fixed): New variable.
* gnu/packages/patches/libvpx-CVE-2026-2447.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
