gnu: python-changeo: Adjust style.
* gnu/packages/bioinformatics.scm (python-changeo): Re-order fields,
activate tests.
[source]: Switch to PyPI archive which provides tests.
[native-inputs]: Remove python-airr and python-wheel; add python-pytest.
[home-page]: Use the one which is provided by PyPI.
