gnu: python-entrypoints: Update to 0.4.
* gnu/packages/python-xyz.scm (python-entrypoints): Update to 0.4.
[build-system]: Use pyproject.
[arguments] <tests?>: Enable them.
<phases>: Remove 'create-setup.py.
[native-inputs]: Add python-flit-core and python-pytest.
