gnu: python-azure-storage-nspkg: Switch to pyproject.
* gnu/packages/python-web.scm (python-azure-storage-nspkg):
[build-system]: Switch to pyproject-build-system.
[arguments] <tests?>: No tests in PyPI archive.
[native-inputs]: Add python-pytest, python-setuptools-next.
