gnu: python-txamqp: Switch to pyproject.
* gnu/packages/python-xyz.scm (python-txamqp)[build-system]: Switch to
pyproject-build-system.
[arguments] <tests?>: All tests are broken due to age of the package.
[native-inputs]: Add python-setuptools.
