gnu: python-surf: Disable tests.
Tests require slaclab/ruckus, which needs ghdl vhdl compiler.
Package update requires rogue, not in the repos.
* gnu/packages/electronics.scm (python-surf)[native-inputs]: Remove python-wheel.
