gnu: xmlsec: Update to 1.3.9.
* gnu/packages/xml.scm (xmlsec): Update to 1.3.9.
[source]: Switch to git-fetch.
[arguments]<#:configure-flags>: Disable dynamic loading support, as it
is not required and causes peculiar configuration requirements.
[inputs]: Remove libltdl.
