gnu: dot2tex: Switch to pyproject.
* gnu/packages/graphviz.scm (dot2tex): Update to 2.11.3.
[build-system]: Switch to pyproject-build-system.
[arguments] <test-flags>: Move options here.
<phases>: Use default 'check.
[native-inputs]: Add python-setuptools.
