gnu: python-scipy: Adjust inputs and native inputs.
* gnu/packages/python-science.scm (python-scipy):
[phases]{relax-requirements}: Remove phase.
[inputs]: Remove boost; add boost-1.88.
[native-inputs]: Remove meson-python and python-cython; add
python-meson-python.
