gnu: tombo: Switch to pyproject.
* gnu/packages/bioinformatics.scm (tombo) [build-system]: Switch to
pyproject-build-system.
[native-inputs]: Remove python-cython and python-nose2; add python-cython-0 and
python-setuptools.
