gnu: python-py-cpuinfo: Update to 9.0.0.
* gnu/packages/python-xyz.scm (python-py-cpuinfo): Update to 9.0.0.
[source]: Use the latest version tag including RISC-V support.
[build-system]: Use pyproject.
[arguments] <test-backend>: Use 'custom; <test-flags>: Provide
"test_suite.py" script to run tests.
[native-inputs]: Add python-setuptools.
