gnu: python-cookiecutter: Use pyproject-build-system.
* gnu/packages/python-xyz.scm (python-cookiecutter)[build-system]: Use
pyproject-build-system.
[arguments]<#:phases>: Do not override the 'check' phase.
[native-inputs]: Replace git by git-minimal. Add python-setuptools,
python-wheel.
