gnu: python-bandit: Update to 1.8.3.
* gnu/packages/openstack.scm (python-bandit): Update to 1.8.3.
[build-system]: Switch to pyproject.
[native-inputs]: Remove python-pbr; add python-beautifulsoup4,
python-setuptools, and python-wheel.
[propagated-inputs]: Remove python-gitpython and python-six; add
python-rich.
