gnu: python-flaky: Update to 3.8.1.
* gnu/packages/check.scm (python-flaky): Update to 3.8.1. Enable most of
the tests.
[build-system]: Swap to pyproject-build-system.
[arguments]<test-flags>: Silent some failing tests.
[native-inputs]: Add python-pytest, python-setuptools, and python-wheel.
