gnu: python-pypairix: Fix package.
The package was missing binaries, which were not produced because
CFLAGS were effectively ignored.
* gnu/packages/bioinformatics.scm (python-pypairix)[arguments]
<#:phases>: Add phase 'respect-CFLAGS.
