services: mumi: Add file-tags configuration.
* gnu/services/web.scm (<mumi-configuration>)[file-tags]: New field.
* gnu/services/web.scm (mumi-config-file): New function.
(mumi-shepherd-services): Pass --config argument.
* doc/guix.texi (Web Services)[mumi]: Document file-tags.
