gnu: python-librecaptcha: Switch to pyproject.
* gnu/packages/messaging.scm (python-librecaptcha):
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Disable them.
[native-inputs]: Add python-setuptools.
[propagated-inputs]: Sort them, improve style.
