gnu: python-pyactiveresource: Switch to pyproject and fix build.
* gnu/packages/python-web.scm (python-pyactiveresource)
[source]: Switch to github tag.
[build-system]: Switch to pyproject-build-system.
[native-inputs]: Add python-pytest, python-setuptools and python-wheel.
