gnu: openblas: Correctly pass make flags, switch tests on.
* gnu/packages/maths.scm (openblas)[build-system]: Use gnu-build-system.
[arguments] Fix compiler optimization options.
[phases] Skip configure phase (build from Makefile).
Merges guix/guix!7010
