gnu: uv: Keep feature flags in Cargo.toml.
Original `substitute*` replaces `git.*, rev.*}` with `version = \"*\"}`, which causes feature flags removal.
For example, `uvx ruff --version` failed with error:

├─▶ Failed to extract archive: ruff-0.14.2-py3-none-manylinux_2_17_x86_64.manylinux2014_x86_64.whl

```
This pull request fixes it.
