* gnu/packages/python-xyz.scm (python-apache-libcloud): Update to 3.8.0.

[propagated-inputs]: Remove python-paramiko.
[native-inputs]: Remove python-lockfile, python-mock,
python-pytest-runner. Add python-setuptools.
