gnu: fail2ban: Fix tests.
* gnu/packages/admin.scm (fail2ban): Fix tests.
[arguments] <phases>: Replace check phase to recommended one.
[native-inputs]: Add python-aiosmtpd to make all tests running; remove
python-wheel.
