gnu: python-stevedore: Update to 5.4.1.
* gnu/packages/openstack.scm (python-stevedore): Update to 5.4.1.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:phases>: Remove 'use-pbr-3, add 'relax-requirements and
'check replacement.
[native-inputs]: Add python-coverage, python-setuptools,
python-sphinx, python-stestr, python-wheel.
