gnu: python-simplespectral: Switch to pyproject-build-system.
* gnu/packages/python-science.scm (python-simplespectral): Switch to
pyproject-build-system.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests>: Set to #f, as there are no tests.
[native-inputs]: Add python-setuptools.
