gnu: whisper-cpp: Build with vulkan support.
* gnu/packages/machine-learning.scm (whisper-cpp)<#:configure-flags>: Add
"-DGGML_VULKAN=ON".
[arguments]<#:phases>[patch-paths]: New phase.
[native-inputs]: Add shaderc.
[inputs]: Add spirv-headers, spirv-tools, vulkan-headers, vulkan-loader.
