gnu: tests: Fix getmail.
When Shepherd starts the getmail service, the TESTBOX mailbox needs to be
present, otherwise getmail fails with:

* gnu/tests/mail.scm (run-getmail-test): Move the TESTBOX creation from here ...
(%getmail-os): ... to the dovecot configuration.
