* gnu/packages/python-xyz.scm (python-pytooling): Update to 8.11.0.
[arguments]<#:test-flags>: Update them.
<#:phases>: Add phase 'patch-git-bin-for-tests to drop former failing
tests.
[native-inputs]: Add python-aiohttp, python-requests.
