gnu: python-cligj: Switch to pypproject.
* gnu/packages/python-xyz.scm (python-cligj):
[build-system]: Switch to pypproject-build-system.
[native-inputs]: Remove python-pytest-cov; add python-pytest and
python-setuptools.
