gnu: python-scour: Switch to pyproject-build-system.
This project is unmaintained since 2020, the only user is Inkscape, and
the development has been moved to GitLab.

* gnu/packages/python-xyz.scm (python-scour): Add a maintenance note on
the upstream status.
[source] <url>: Switch to Inkscape's GitLab page.
[build-system]: Use pyproject.
[arguments] <test-backend>: Use 'custom.
[native-inputs]: Add python-setuptools.
[home-page]: Switch URL to Inkscape's GitLab page.
[description]: Start from a new line, fix fill column.
